David Hall Graded coins

I recently picked up some David Hall graded coins and have some questions:
1. Can I submitt these to PCGS and have a regrade?
2. Are these David Hall graded coins as rare at the NGC black slab coins?
3. What were the grading standards back then? Harder or easier than today.

1. Our regrade policy relates only to PCGS graded coins that are currently in a PCGS "slab".
2. I have no idea.
3. I'm not familiar with the coins you are asking about, so it is impossible to answer this question. Perhaps the best way to find out is to submit them to find out how they would grade today. I can say that Mr. Hall has always had a reputation for strict grading and for handling top quality coins.
