Registry Question for the Dime Guys

I hold the 1996 Mint Set #1 Spot. I am looking at the coins I have and the set on the Registry Board.
I noticed that someone just graded a 1996-P MS68FB to make it a POP2 coin.

WHO IS THIS?

Did you guys make this one or should I look for this gem at the next Heritage Auction?

There are a few Dimes I would love to have and this is one of them.
