Another edge lettering error - equivalent to dropped letter?

Ok, what the heck is this and how did it happen? It is not incuse like the normal lettering.

Or, another coin could have shot out of the machine so fast and slammed against this one with so much force directly on it's "S" in TRUST, that the incused "S" of the "Hammer coin" left this raised "S" mark in the "Anvil coin".
