He's not selling blank edge dollars.....he is selling the CHANCE to get some. I don't see what is wrong....there is a chance for them, he isn't lying about the item for sale, and it is up to other people to decide what they will pay or if they are available in their area.
Guess what....some people can't find banks with the prez bucks.....maybe they just want to get them...maybe their local dealers want $2 or $2.50 each for them.....
People from the area that the Wisconsin error quarters came from did the same thing...I even bought one of the rolls for $50.00 to try my luck but truth be told suspected that it was gone through long before I looked at it.

Umm, PCGS, NGC, and ANACS don't sell coins.
I think people paying more than face value for a roll are crazy. People paying more than face value for a chance to get an unlettered edge which appears to be fairly common, are crazy. If you know you'll get one, different story. If you want to pay for a mint error, that's interesting. Just like we pay more than face value for any coin that we collect. But to pay extra for the chance to get a common error, crazy.
What proof does the guy give that he indeed got those rolls from that particular bank? Did i miss that part? As for paying above face for these rolls have you been to the US MINT site lately?
Aren't these coins sandwiched composition, and then plated? If they were altered by grinding down the edges, wouldn't you be able to look at the edge and see different layers?

No. They are a sandwich or clad composition, but they are not plated. So seeing the layers on the edge would be normal. What you should se are the shear marks on the edge from the punching out of the blanks.
When you punch blanks out ofa strip of metal, the edges wil show a smooth cut portion and then the rest shows a roughness where the metal then tears away from the strip. this tearing shows are lines that are perpendicular to the faces of the blank. Even after the upsetting of the rim and the striking of the coin in a smooth collar theses lines are usually still visible, and the edge has a "two tone" effect from a diference in the way the light reflects from the cut and sheared portions. If you look at a new smooth edge coin like a cent, nickel or Sac dolar you should be able to se this. A plain edge President dollar should also show this.If the edge has been smoothed or ground down these perpendicular lines and two tone efect will also be ground away and you wil probably see grinding or tooling lines that run PARALLEL to the faces of the coin.
Why? Because the easiest way to remove the lettering would be to mount the coin in a lathe, spin the coin, and either use an emory cloth or cutting tool on the edge. This wil leave lines parallel to the obv and rev faces
