Setting up an auction for one specific buyer

Can someone direct me to the Ebay page that explains how to set up a buy-it-now auction whereby only one specific buyer can bid? I have about $450 in cards that a fellow Ebayer wants to buy from me, and I want to set it up where he's the only one who can buy them. Any help would be appreciated.

Follow the instructions.
If that does not get you what you need,
look at A-Z; about three-quarters of the
way down the site-map page on right side.
When I am already communicating with the
buyer, I simply email him the listing number
and tell him when it goes live. No one has
ever jumped a claim on my buyers, yet.

If it is a first-time buyer, it is not safe to try and move them
off-EBAY for the transaction.
I do not start the move until the first sale on EBAY. I send
all the flyers and the discount-info with the first order. Once
the buyer knows you will deliver, EBAY is redundant.

I had a couple cards in my Ebay store at $275 each, and this guy emailed me asking what my best price would be for both of them. I told him $450, at which point he hit the BIN for both of them and tried to paypal me $450. It was an honest mistake, so I don't begrudge him for it, but the reason I offered him the discount was because I planned on working the deal offline and saving myself the fees. Since that's no longer an option I'm going to set up a BIN of $450 for him, and let him buy them that way.

By BBL list I assume you mean the block bidder/buyer list? If so, I don't see anything related to preapproved bidders when I click there.
I checked A-Z, but all you get is a page that tells you that it CAN be done, not how to do it

Yeah, I don't know. I don't see this anywhere in the SYI page. Thanks for your help though, storm. I guess I'll have to roll up my sleeves and try to extract an answer from the Ebay help desk.
Set a $700 BIN, and just accept the buyer's offer of $450?

When you start to list, the option will appear in SYI-form.

Pre-approving bidders and buyers
You can create your own pre-approved bidder/buyer list for any item and only allow those on your list to bid or buy.
Each pre-approved list specifies the eBay members who can bid on your item or purchase it with Buy It Now.
Any user who is not in your pre-approved list will be asked to contact you by email before they can place a bid or purchase your item.
Each pre-approved list only applies to one item, so you can restrict bidding or buying on one of your listings without changing the others.
You can add and delete pre-approved bidders/buyers until your listing ends.

It is no longer available.
No wonder the pre-approved list could not be found.
BestOffer seems to be the easiest replacement.
Just decline any offers from bidders other than your guy.

I've already filed to get reimbursed for the fees, since we're not completing the transaction under the terms outlined when the cards were still in the store. I actually considered invoicing him for goods (other), but it looks a little shady to have this guy sending me $450 after we've just mutually agreed not to complete a transaction of a like amount.

outside of an outside of ebay deal the above option mentioned is the easiest to do.
I would not worry about using the paypal request for money feature for this.
