Has PCGS Transitioned into Primarily a Modern & Bullion Coin Grading Service?

This sure doesn't seem like the PCGS of old. My last 2 submissions of classics have been all over the map on grades IMO, both too high and too low, and I have little confidence in sending in further classic coins. In fact, I've got one Morgan dollar that just received its 4th different grade/designation from PCGS.
I'm wondering if the current graders are now primarily modern and bullion coin oriented and don't have experience with the older stuff?
edited to add: This observation comes with 20 yrs. of experience submitting coins to PCGS, and about 30 yrs. experience overall in my series of interest.

While it seems common place for people to report different grades for multiple submissions of the same coin I think it is much rarer as people don't tend to report when they go the same grade.
I have summited several Half Eagles multiple times and each has come back with the same grade. Most coins are obvious and a few borderline ones can come back anywhere from AU58-MS62.
New collectors, please educate yourself before spending money on coins; there are people who believe that using numismatic knowledge to rip the naïve is what this hobby is all about.

Two different grades, and each with a different designation, and I don't think it's even a 'liner' coin.
