If you're referring to VAM 18, with heavy die polishing lines between the eagles torso and both wings, it is listed at #11 of the Lickenbrock/VanAllen TOP 30 of 1878-S VAM's. The VAM's 15/80/89 have very similar diagnostics, and were assigned position #8 in the TOP 30, however current consensus is that the VAM 15 is much more scarce than VAM's 80/89. Got pics' of the coin you're referring to?
<< <i>thought that the listing was just a numerical listing and not a rarity indicator! (so I was told) was always curious about rarity for my Ngc 67 vam 89 >>
I believe you'll find that the current consensus would place VAM's 15, 18 and 89 in this order of rarity: 1) 18 2) 15 3) 89
I found one of these at FUN, and didn't know how rare it was, either. The consensus of those I showed it to was that it was a very tough 78-S variety. I think it's too early in the 78-S game to be able to rank them accurately, though.
I have yet to find a VAM-18 and I look at every 1878-S for it. Have found 15, 17A, 36A, .... even a new find in the process, but not a VAM-18. They have got to be quite rare.
Yes, the 1878-S v18 is a tough coin to find. It would be fair to say that I've bought several hundred 1878-S dollars and I only have two. One was bought from VN as a reference piece and the other I did acquire off of eBay. Both are mid-grade coins.

<< <i>The pictures of this coin in vamworld look sort of like the VAM-36 Dragon Scales, are they both extremely rare? >>
IMO, the v36 can be found if you keep your eyes open. I quit buying them after I had acquired several examples of the VAM.
