Water spots - are they permanent? Impact on grade?

Reading Rick Tomaska's "The Complete Guid to Franklin Half Dollars" and he writes about water spots being common on unc halves beginning in 1953... particularly on Denver mint coins. Can water spots be removed? Can a coin grade MS 65 or better with water spots?

Water spots can usually be corrected. Yes a coin can still grade Gem or better depending on the amount, location, translucency or opacity, and size of the spots. There are many Gem 1922 and 1923 Peace Dollars with this type of spotting.
