Question about a 1989 Fleer error

I saw in the price guide that there is an error listed for Jeff Treadway #173:

1989 Fleer 173A J.Treadway ERR Target $10.00 $25.00

What is a "Target" error that they are refering to?

Barf, just out of curiosity, how do you dig up od auctions that don't come up in ebay searches? DO you have them archived in your computer or do you use some type of service?
