What is this and Can I get it Off my Coin?

Found this last summer in circulation. It seems to have pretty good details for an almost 120 year old circulating coin, all of 'liberty' is readable. The only thing I've tried is soaking it in extra virgin olive oil for about 4 months, which did nothing. Is there anyway to get this off?
Sorry about the bad pics, its the best I can do with my scanner.
