    I believe that this is a British Model piece. Sort of like a test to see what the coin looks like,
    and how difficult it is to mint these coins. I believe that these are quite pricey, but you'll need
    to get someone with the correct books.

    It's an "unofficial pattern". In the mid-1800's, there was a movement to reduce the size of the large British copper penny. One suggestion (never officially adopted or produced) was by issuing an innovative "bimetallic"coin with a small silver core. Similar suggestions, to reduce the size of the crown by issuing a bimetallic coin with a tiny gold insert, were also modelled. The designer and manufacturer of these pieces was Joseph Moore of medal and badge manufacturers Allen & Moore.

    They are listed in the Krause "Unusual World Coins" book. Google "Moore model penny" (exact phrase) for a few interesting articles, and more than a few of these for sale.

    I picked up one from the ol' dead king for $13 last summer. The value can range widely depending on the composition and combination of the two medals used. Awesome die cracks on the reverseimage
