Is this 1990 Kookaburra Proof or Mint State?

I was wondering if this Kook is a proof or not, does anybody know? I called it a reverse proof because it looks like the reverse proof American Silver Eagles. Someone wrote to tell me this is not a proof but is a specimen. I really don't have any experience with these so was wondering of any of you can help me.

That is BU. Australia BU issues are reverse proof. Kangaroo gold, Koala platinum, Kookaburra silver or Emu palladium. The proof issues are frosty devices with mirror background.

He had asked me and I wasn't sure. I didn't realize the proofs had standard-cameo appearance instead of reverse-cameo.
