Is this 1990 Kookaburra Proof or Mint State?

I was wondering if this Kook is a proof or not, does anybody know? I called it a reverse proof because it looks like the reverse proof American Silver Eagles. Someone wrote to tell me this is not a proof but is a specimen. I really don't have any experience with these so was wondering of any of you can help me.
