High attrition rate combined with scarcity at time of mintage. 1950 was the first year of FRG coins, and they were used in common circulation right up into the 1990s, so they were generally speaking heavily worn.

High attrition for certain dates or not, West German minor coins are hideously overvalued in Krause, IMHO.
Maybe it's just 'cause I find the designs as dull as dishwater until you get up into the 50-pfennig and higher denominations. The oak leaf trefoil does nothing for me. Still, there are plenty of collectors in Germany itself, which probably drives the demand (and therefore the price) upward a bit.
