here's a nice, free, app for images (including resizing) and it doesn't use much memory unlike some of the larger applications. IrfanView
Steps are simple for resizing: 1. use the file -> open and select your image / picture, or drag an that image/ pic into the application itself. 2. click Image -> Resize/Resample 3. change the Width (and as long as the Preserve aspect ratio is checked) the Height will change automatically. 4. click OK. 5. do a File -> Save as and give it a new name. Poof, you're done.
Adjust the size based on the size requirements for the icons (which I think they put in their announcement for icon upload day). If the requirements are a certain pixel by pixel size and smaller than > some kb size (ex. 10k or 10kb), then double check the size of your icon you just created by re-opening it in IrfanView, and then: 1. click Image -> Information 2. note the Disk size amount. 3. If you need to adjust the size of the image down, then follow steps 2-4 and save the file and double-check the Information Disk size again.

Hooray... I totally missed out on the last couple... but now I finally have the same user icon I use everywhere else. Woot!
When is icon upload day anyway? The 15th of every month? And why is that? I mean, would Collector's Universe come to a halt if people could upload an icon some other time? I bet it's some sort of mystery... or ancient curse.

Is there a limit to the overall kb size of the image?

Unless the 15th falls on a Saturday or Sunday, then it's either the Friday before or the Monday after.
