Did not Know - Insured Mail

FYI

I was at the post office during lunch sending out a $400 shipment. I had filled out the insurance and signature confirmation slips.

The lady at the PO tells me that I would be wasting my money with the signature confirmation (and get the delivery confirmation). She said that anything insured for over $50 requires a signature confirmation. The PO uses the insurance tracking number internally and the customer can track using the delivery confirmation. I did not know and had sent out several over $50 insured packages and used signature confirm and not one other postal employee clued me in.

I got back to work and checked to see if she was correct. From the USPS website, I confirmed that she was correct.

    However, paypal has a threshold for electronic signature confirmation above a certain amount. Without the electronic confirmation, you may get a chargeback even though you have the insurance signature. Just another layer to deal with.

    At USPS we got new scanners a month or so ago. With the old scanners we would scan the bar code on the package and on the peach colored 3849 slip and that tied the 2 of them together. There was no scanning of the signature.

    With the new scanners we scan the signature on the back of the 3849 slip and it ties the signature to the package. They have now or will have shortly the ability to provide the signature online. I'm not sure with privacy act etc how available it will be, but at least now the sig is on file.

    Until Paypal accepts USPS signature insured as proof of delivery I would keep spending the $$ on signature confirmation. It doesn't cost much and like tkd7 said it can save you from a chargeback.

    I thought all that Paypal required was DELIVERY CONFIRMATION not SIGNATURE CONFIRMATION?

    Frank, paypal requires an online verifiable signature on anything over 250. If they say it never got there, DC isn't enough!

    11.3 Eligibility. In order to be eligible for coverage under the Seller Protection Policy, you must meet the following requirements:

    You must have a Verified Business or Verified Premier Account at the time of the transaction,
    The transaction must be between a US, UK or Canadian buyer and a US, UK or Canadian seller,
    The payment must be listed as "Seller Protection Policy Eligible" on the “Transaction Details” page,
    You must accept a single payment from one PayPal Account for the purchase,
    You must not charge a surcharge for accepting PayPal,
    You must ship the purchased item to the address listed on the “Transaction Details” page, and that address must be identified as a Confirmed Address,
    You must ship the item to the buyer within 7 Days of receiving payment,
    You must have trackable online proof of delivery from an independent shipper to the address on the “Transaction Details” page. For transactions involving $250.00 USD or more, you must provide a proof of receipt that was signed or otherwise acknowledged by the buyer, and
    You must respond to PayPal’s requests for information within the time period PayPal specifies.

    I guess it is good enough if you use del conf and insure for over 250.00 then a signature is required then?

    Nope, PP requires SC, anything else will not do, per PP.

    Items over 250.00!

    I always ship SC and insured, even when clerk tells me I don't need both. I always have to explain that PP requires SC only, DC will not due for over 250.00, even with insurance, per PP.

    I also like to show my buyers that item was shipped and w/SC or DC... buyers can check on line to see I have shipped item. Insurance you can't check tracking on line.

    I always want to make sure I am covered as a seller, so I add insurance.

    But how crappy would it be for someone to buy a $500 card, sign for it as insured mail (no signature confirmation) and then claim he did not get the card? Even if Paypal does not cover it, could you file a small claims court suit?

  • If I buy insurance for something over $250 then I never buy sig. confirmation too. I've never had a charge back but I believe if you get one you can request from the post office a copy of the signature on the insurance form and then fax it to paypal. that would then be accepted by paypal for signature confirmation. i've never had to use it but that is what i was told by other's who have done this.

    Small claims court is a joke. Just because you win doesn't mean you will ever recover any money. When I had a store I had three cases against people who bounced checks on me...I won all three cases, two didn't even bother to show up, the third showed up and promised to make restitution.

    Never saw a dime from any of them. All three "disappeared" in short time and the cost of having someone track down and collect the money just wasn't worth it.

    Also, in some states I think you have to file in the state that they live in. When I was a lot younger I got scammed by a guy in NJ (I live in CA), had a good name, address, contact info, even where they guy worked. NJ police said they couldn't do anything unless I filed a police report, which I had to to in NJ.

    I had a similar incident, where a guy got me for a couple hundred dollars. I went round and round with the guy...had all his info too....

    I was in MA....he was in backwoods Oregon...

    He said something to the affect of it would cost me more in time off of work...and mental stress...so I might as well just "get over it!!"

    Problem these days....FREE air miles!!

    I showed up on his door 2 days later!!

    Now, nothing for nothing..but I'm not a small guy by any means. I just look intimidating...even though I'm a teddy bear.

    Needless to say, I left with my money!!

    Best part is...I also made a good friend out there and have been hunting with him several times.
