My first eBay scam...

SD Card for my camera. The seller had *tons* of feedback, if not a great percentage. I've been waiting for the item, and noticed today that the seller is NARU'd. I paid with PayPal, so I'll probably get my money back, but it's a bummer.
Edited to say: The seller hasn't even accepted the PayPal payment yet, so I can cancel it. Dumb question: should I cancel it? What if he actually plans on shipping the item? I guess I'm crazy and I should cancel now, right? I assume a NARU'd seller can't neg me, right?

The seller cannot leave you feedback if he has been NARU'ed.
I also had bought an item from a seller who had been NARU'ed within a week of my Paypal payment. He also had great feedback, but I never got the item. I filed a paypal claim--won the case, but got zero money back because the seller had emptied his account.
I rarely bid on any one with a feedback below 99.7 %. These people have show their basic buisness principals either way. Good luck!!
This is true. There are also lots of other ways to get NARU'ed that don't exactly mean you are trying to scam someone, like perhaps the person was trying to stop a fraudulent auction or his/her account could have been hijacked. Granted, the later two are unlikely, but I think saying you have been scammed is perhaps a little strong unless you have more information then provided in your post.
Cancelling the payment and sending the selling an e-mail is what I would do.

First, For selling, always move your PP funds to your checking. Bang, it's now protected from chargeback.
When buying anything questionable (tough to say no to a terrific price), use PP and when checking out click 'Other method of payment'. Use a credit card and you're dubbly protected. -Try to pay your credit card charges before you're zing'd with the huge monthly intertest. but that's a strategy that I rarely follow.
When (not if) you've been stiffed, file a claim with PP and your CC. You're refund will be insured.
After reading their feedbacks... I think it worked out best for you. Hmmm....
Looks like it's coming from HK, not the USA.
