Error experts - help me understand, please...

One of my NEWPs from this weekend has me stumped. It's the 1821 Zacatecas 8 Reales from the previous thread (here). Check-out this close-up:

As you can see, there are raised line segments extending outward from the profile in three spots. These three raised segments cross completely what appears to be a "strike doubling" of the profile. There is no trace of strike doubling of the raised segments themselves. The raised segments HAVE to be die scratches or gouges. But they are ON TOP of the strike doubling. But since strike doubling happens in the final stages of the strike - that is impossible...
Any thoughts?

I just can't envision a mechanism that places a gouge through a strike double.
