Special Mint Sets were produced between 1965 and 1967 as a replacement for both mint sets and proof sets. They are hybrid coins that can range from examples that look vwey much like proofs to coins that are very much like business strikes. Fundamentally, the sets have little value. Individual coins, however, can be exceptionally valuable based on grade. Deep cameos in high grade bring significant money. The mint also produced a handful of sets in 1964, but the finish is different and they are rare.

There has been quite a bit written on these in the archives here.

Searching "SMS" should yield quite a bit.
