White spots on American Silver Eagles

Recently I purchased quite a few American Silver Eagles (ASE) from ebay. Some of them are graded by PCGS and some of them by NGC. The sad part is 80% of them have one or more white spots on them. I have to either return them or ask for replacement. Many times even the replacement has white spots on them. I end up losing money either way (pay postages both way). I would like to ask fellow collectors their professional opions on the following questions:
(1) Do you see white spots on the ASE you purchased or own? What percentage? What do you do with them? (return it or?)
(2) Do you know what causes this problem (spots on the ASE)?
(3) Will PCGS or NGC buy back coins graded by them with problem? (*I read in another message that if thumb prints are found on a U.S. gold coin, you may send it back to PCGS for regrade and they will either buy it back or refund the price difference if it is downgraded. Can anybody elaborate on this topic because I do not see this on PCGS's policy and they never reply emails addressed to them.)
