IS THIS A NEW VARIETY OR LATE DIE STATE OR BOTH ?
NOTICE THE CENTER TALONS POINT DOWN AND ARE STRAIGHTER THAN OTHERS I HAVE SEEN.
I WOULD LIKE SOME COMPARISONS OR COMMENTS.

Yes, it does indeed appear to be an unreported variety at this time.
This reverse is most like the 1854-O huge O.
There has been speculation on whether this is a New Orleans minted coin with the mint mark polished off.
I have looked at some of my 1854 Quarters, and I can report that
it is not the only open claws 1854 Seated Quarter, though.
These reverses remind me of the dies from 1840 and 1841.
I'll do some more research and respond again.

This would be a good area for someone to research, that is interested in varieties.
I definately have two each of the variety shown in the Ebay auction.
I wouldn't be so presumptious as to tell someone else what to buy or not to buy, but if someone buys that coin, they should really want it for their own collection and enjoyment, rather than for reselling at a profit.
Edited: Keep in mind, there's a great number of unreported die varieties in the Seated Quarter series.

VERY MUCH AGREED. THERE IS A LOT OF RESEARCH STILL TO DO ON THE SEATED QUARTERS. I HAD THE BRIGGS BOOK BUT SOLD IT AND THAT WAS THE ONLY BOOK I KNOW OF THAT REALLY TRIED TO DEFINE THE DIFFERENT VARIETIES.
ALSO THE EBAY QUARTER DOES LOOK LIKE IT IS IN A LATER DIE STATE AS ALL THE FEATHERS ARE NOT PRESENT AND OTHER AREAS ARE MORE DELICATE.
WHAT IS YOUR TAKE ON THE DIE STATE?
