Which Regular Year Set Contains the Most Active HOFers?

By regular set, I mean a set that was designed to encompass the entire league, i.e. T205, 1957 Topps, etc. not just a set designed with only star players.
Also, if the player has more than one card in the set, it's still only "one" player.
T206 has 38 different HOFers although arguably, it shouldn't count since it spans 3 years. 1915 Cracker Jacks have 32 HOFers. What are some of the other high HOFer sets?
