Sub Question

How do you guesstimate what value for put on cards for subs?
For example, a PSA 7 might go for $90, a PSA 8 might go for $450, and a PSA 9 would be in the thousands.
Since different grading tiers have cutoffs (say $500 or less), how do you choose?

What I usually if I had your example and submitting to the under $500 limit, then I would put the declared value at $450. Unless you think it has a very good chance at a 9 or 10, then up the value to $499. The declared value is what they would reimburse you if something happened to your cards and what insurance value when they return your graded cards.
The best advice someone gave me is to value at a PSA 8 unless you think it will get a lower grade. Also, if this is your first submission, don't be surprised the grades are lower than you were expecting. Almost all boards members can atest to this realization when your first submission grades are posted.
Best of luck and welcome.
I think I'm more afraid of guessing wrong with some of this stuff and having a sub rejected.
For example, a 1968 Topps Mantle is $435 in an 8, but $1450 in a 9, or an 85 Leaf Clemens is $100 in a 9 and $700 in a 10
While I'm usually good for guessing within one grade, there are some confusing 'cutoffs'.

I cannot see how PSA could reject your submission. For the 68 Mantle, they would have a problem with a <$75 submission, but not if submitting under the <$500 declared value. And just because you put the declared value at $700 for the Clemens does not mean you get a PSA 10 grade. Or even a PSA 9.
When just one grade bump will move you between grading submission levels, I usually chose the cheaper cost. But that is just me.
Just keep it reasonable, and you'll be fine.
If PSA feels abused, they will let you know; but,
they are NOT wasting their time policing submissions
for violations on declared value issues.
