"Sellers who offer PayPal as a payment option in their eBay listings (either via logos or through text in the item description) must accept card funded payments."
Then there is the situation like the one I encountered today: eBayer purchases an auction lot with PP, then realizes he's given up earning frequent flyer miles on his PP linked credit card. e-mails me and asks me to refund payment so he can re-pay from a CC linked to his PP account. I sez O.K. He tries payment again, and finds that the payment method defaulted to his checking account, 'cause he still has a balance in his PP account. Now he wants me to refund a second time, so he can empty his PP balance and use CC payment method. I told him to empty his PP balance first, then make the CC payment thru PP, and then I would refund his second payment. And the guy shooting for surcharges thinks he had a rough day????
