How to value cards in submissions?

In various submission levels, there are price cutoffs (cards valued under $500, etc.)

How do you know how to value these for the purpose of submissions, when an older card may be worth $150 if it grades a 7, $600 if it grades an 8, or thousands if it graded a 9.

Based on what you've seen, is there an effect on what you choose to value/insure your cards and the actual grades they receive?

....."Declared Value" is related to the insurance value that
you would like to be paid if the cards are lost or damaged.

Just don't send a bunch of $1000 cards and declare their
value to be $25.00 each, and you will be fine. Just be fair
    and use your common sense.

The fees are not based on final grades.
