Bulk Submission Values?

I notice that modern bulk submissions need to have a declared value of under $75. Say you are submitting a nice 85 Topps Clemens.... Isn't this telling the grader of the bulk submission that you believe it is NOT a 10 and only a 9 at best? Has anyone ever submitted bulk and received cards graded at a 10 that is valued over $75?

    "Declared Value" is related to the insurance value that
    you would like to be paid if the cards are lost or damaged.

    Supposedly the graders do not know what service they were submitted under.

    I usually submit based on an PSA 8 (or 9 if it stays below $75) declared value for modern. Usually get 8s, 9s and some 10s. It usually equals out in value.

    There is a currency-grader that bases their fees on the grades they dispense!
