Who do I contact about delayed submission?

I do not do many submissions and then usually bulk. This was a small 10-day turnaround.

Nothing now... 14 days after PSA recorded it in.
What is the norm for these 10-day submissions. I hated paying $15 a card but thought 10-days ment 10 days.

I do commiserate with you.
I think, technically, the clock starts when the order is logged in. Today is 10 business days later (e.g. two calendar weeks). Actually, I think tomorrow is ten business days later, since PSA is likely not including Martin Luther King Day as a business day.

I'm with Marc. They don't count the day it's logged, no matter how long it's been recieved. And only business days, so MLK day probably doesn't count either. I'd bet it will pop tomorrow.
Unless your name is Mariner, turnarounds seem very slow these days, especially on bulk orders.

Sometimes at usps when we sort mail on sundays some of our bigger business customers will come and pick up mail. I'm not saying that happened in your case but I would be surprised if nobody works in the mail room at psa on sundays.
