Past history (gold 20th anniversary, silver 20th anniversary) suggest that it may be otherwise.

Right now I'm waiting on getting my 2007 1/10ounce Plat because there's too many people wanting one now, it will slow down in awhile. I can get a 2006 FS for about $15 less than this time last year, that's how it goes you want to be the first on the block and sometimes you over pay.
<< <i>That's the auction game. Some go higher than others, I don't think FS was what brought the few hunderd more $$$ for sure. >>
Although one data point is not enough to draw a conclusion from, I'd say without looking at the auction that the non-FS was the most likely cause of the the lesser price. Realize that the vocal FS criticism you hear here is mostly from people who are not in the game. the collect coins that FS doesn't even apply to. The silent buyers generally accept FS. Outside of thid board, you don't hear so much criticism. People spending this much on coins often want the FS if available.
Even if FS may turn out to be not a significant price impact, buyers don't know that yet so many are likely waiting to see, again affecting the Non FS price.
I've been following PCGS graded Reverse Proof silver Eagles that are non-first strike.
They are barely getting over $900.
Check out this eBay auction for a FS RP PR70 and a Proof PR70DCAM which brings very little to the overall price, but way more than a non-FS proof.
