Anybody else doing business with new ebay user tamcdonnell?

The transaction I have ongoing with him is setting off a few yellow flag warnings but no real red flags. If 5 other people are having the same issue then red flags will fly...
He is a new, 0-feedback ebay user who bought 5 $700 coins with BIN. Good news is he is communicating well. He is having trouble getting Paypal set up and may end up using his "business associate's" credit card. Says address will be confirmed as their place of business. He seems to be in a little bit of a hurry, yellow flag. He wants to buy more if I have them (I do). On a positive note when I told him I was asking more for the others he wasn't interested so he is price sensitive. Scammers often aren't.
Ok, If this works out I will obviously send it registered mail with signature confirmation and restrict delivery to the guy. The only fraud left is for him to tell the credit card company that I sent him a box of rocks and try to charge back...
Do you guys feel Paypal offers adequate protection against such fraud...

THAT is the ONLY way I would do this deal.
Scamsters often pretnd to be "price conscious" and "condition picky."
Anybody who says they do not know how to set up a PayPal account
is NOT telling the truth, or is too backwards to deal with. NEVER take
a third-party credit card; GUARANTEED charge-back.
USPS money orders or nothing on this one.
EDITED TO ADD: If he can wire the funds directly to your checking account,
that would work, too.
I'll let you guys know how it turns out.

Only send it to the name and address of the person who pay you, NOT to the guy who did the purchase.

I cannot advise you one way or the other regarding paypal or wired funds. I tend not to want to give out my bank account number to anyone.
When you ship, ship insured, and don't worry about the signature confirmation. Insured packages require a signature, but the only time it is used is when there is a claim.
If the amount is higher, then Registered Mail is better and more secure, and the insurance is less (although it is slower.)
