Complete Sets Catagory

I noticed the complete sets catagory in the the registry.
What surprised me is that so few people have placed thier sets in it.
I know there are still alot of sets to go to complete the catagory but wouldnt there be more people listed by now.
There are several all time sets that would fit perfectly into this catagory.
Why wouldn't the top set owners put them there?
