eBay bidder to block, plus interesting rule re: feedback (UPDATE)

I just posted this on the U.S. forum, but it's probably more useful here, since it involves world coins and an overseas bidder.

I would recommend blocking annix76. He's an overseas buyer who does not bother to read the terms of auctions before bidding. He bid and won on three of our auctions, and did not complete payment on any of them (he initially tried paying by Paypal using an Unconfirmed address...when we refused the payment, he simply vanished). I've filed three non-paying bidder alerts against him, and he has received three non-paying bidder strikes because of this. Unfortunately, because eBay considers it a 'single' instance of non-payment, they are not removing him from eBay.

Through my email correspondence with eBay, I did learn something interesting that some of you may not know. If you file a non-paying bidder alert, and the person does not bother to respond, once you close the dispute out and you receive your FVF credit (and the bidder gets his strike), they are NOT able to leave you feedback. However, you can post feedback for them.

Unfortunately, in this case, the bidder's feedback is private, so other sellers will be unable to read the reason for the negative feedbacks that I'll be giving him (non-payment).

UPDATED TO ADD: Apparently, I was somewhat misinformed by eBay about non-paying bidders being able to leave feedback. That is not the case - they CAN leave feedback. However, the negative feedbacks they left us did not affect our rating. You can still see what they typed, however. Not that I mind very much - I think it all speaks for itself what happened and who is 'at fault.'

    That used to be the case, but now there are confirmed addresses for Canada and the United Kingdom I believe.

    I wish there was a setting to block bidders who keep their feedback private.

    image I still think it's B.S. that I have to add credit card to my PayPal to become confirmed. I have confirmed my mailing address and attached my business account to PayPal, but apparently that is not enough. Well, I have a rule never to use credit cards online, so I guess I will always stay unconfirmed.

    It's nice to see that ebay responded with a valid comment and removed the retaliating neg. But, like other members pointed out, we, the unconfirmed by paypal, tend to become second category citizens of ebay... image

    Chris, according to your sales policy, how is someone outside the USA to buy a coin from you? Let's see - no credit cards on international orders, no pay-pal to unconfirmed addresses (most everyone outside of USA). I guess that leaves sending cash in the mail, or certified checks, right?

    I understand you wish to minimize your losses, and I'm sorry you got a negative for this transaction.

    Bidders not residing in the U.S., Canada, UK, and Australia (basically, those who cannot confirm their address with Paypal), can pay us via check, money order, or wire transfer. We feel those are three reasonable payment options, and many bidders are willing to use one of them.

    While I do feel for overseas bidders who cannot Confirm their address with Paypal, and thus have limited options, there's simply no way I'm shipping $1000 or more of coins to someone overseas with an Unconfirmed address and with whom I've never done business before. Same reason we don't accept credit cards on International orders - we cannot verify the address, so for all I know, they're using a stolen credit card.

    We've had two different attempts in the past where someone has tried to pay by Paypal with an Unconfirmed overseas address and the payment was fraudulent (they registered on Paypal with a stolen credit card). I'd rather lose potential bids from legitimate overseas buyers because of our payment terms rather than take the chance and accept Paypal from anyone and everyone. Many people are quick to point out the scum sellers on eBay (and rightfully so...there are many). But I suspect there are just as many, if not more, thieving bidders. As a seller, we take every precaution we can think of to protect ourselves.

    The bidder I pointed out earlier in this post was almost definitely a legitimate bidder. Regardless, he chose not to read (or just ignored) our very clearly stated payment terms. If you can't confirm your address with Paypal but only wish to pay by Paypal, and the sellers states he does not accept Paypal from Unconfirmed addresses, why bother bidding? I scratch my head in wonder sometimes at the number of eBayers out there who simply refuse to read all the terms of a sale before entering in a bid.
