Here's what bothers me. They start the auction at $299, and check the "Paypal Preferred" box, then they say

"3. PAYPAL. ( Please DO NOT send paypal payment right after the auction closed when total exceeds $300 because we have 4% paypal fees to loose.) "

Am I reading this correctly? If the winning bid is over $300 you can't use Paypal? Isn't this against ToS?

Not that I'm about to bid on it. That's way too high IMO...

No. He will take $299 via paypal. I have seen many seller cut off their paypal at certain amounts due to delays getting paypal payment into your account without a 4 day float.

That is against PayPal's terms of service. You may not set limits when selling on Ebay. Either you accept PayPal or you do not. Period. Just like a B&M store cannot tell you "Oh sorry, we don't accept Visa for purchases over $100." That is not allowable under Visa's merchant agreement.
