Collector in Phillipines?

Has anybody ever delt with this user 7337 on ebay? He has about 1200 feedback. He says he lives in the Phillipines (but his account is in Oregon). I know about all the scams, but this guy leads me to beleive he is legit. He's looking for other cards (some commons) to help complete his sets. If anybody knows this guy or has any thoughts, it would be appreciated.

The Phillipines are a common area for those in and supporting the 7th Fleet.
