Need help identifying 2 cards-WARNING- Large Pics

I know this is a Pacific but can't determine the year.
I know nothing about this one.

Both are unlicensed issues, commonly called "Broders".
They are not catalogued in any hobby catalogs/price guides, and are considered valueless (they could be reprinted at any time).
"Pacific Cards and Comics, Los Angeles, CA" is NOT Pacific Trading Cards, which was headquartered in Washington.

The Mark McGwire is a 1989 Pacific Cards & Comics # 15. There are a total of 8 different Mark McGwire Pacific Cards & Comics from 1989.
