what makes a short set short?

For example, why are the dates 1934-1938 chosen by PCGS for a Buffalo Nickel short set of circulated strikes?

Last years of issue / made after last design change / tradition. Think of those things

I've been looking, but can't find any of those issues you mentioned for the 34-38 buffs.

Was there a design change in 1934 for the nickel?

Just tradition, then, I guess?

The Buffalo Nickel was not produced in 1932 and 1933 so that may be a reason?

Most of the short sets go back to the Witman coin folders. Maybe what fit on a page neatly?
Just some old info I don't remember where I got.

Thanks! Whitman folders makes sense, and I didn't realize buffalo's weren't minted in '32 and '33.
