Because the US Mint called 1995 the 10th anniversary. This was before they made 2006 the 20th anniversary. This was argued about months ago in other threads on this board. To put it simply, 1995 was the 10th ASE coin but 1996 was actually the 10th anniversary of the ASE. The Mint corrected the mistake in 2006, but only after grading companies labeled 2005 ASE's as 20th Anniversary coins.

Anything's possible, so if we approach it from this angle,
one could have a RARE set of 10th anniversary coins spanning 2 years.
