1964 PR Kennedy Accented Hair damage or tone?

I am reviewing my 50c collection and noticed a couple of things with my proof 64 Kennedy w/AH. First, the coin appears to have a smoky growth on it. It seems to be forming a circle. There are a couple of small, circular blotches that appear darker. The smoky growth appears blue when you view the coin from differnt lights. The blue shows up on my photos. The same thing is happening on the reverse. It does not appear as curcular as the obverse. There is a darker, more brown spot. This is a very nice coin, a PR 66 to possibly 69.

I wish I could show pictures but I don't know how to do that. I am thinking this is a cameo as well, so, if anyone knows how to, or, can point me to directions for, downloading photos to this site I would be very appreciative.

Also, how can you tell a cameo from a normal coin?
