So are all the NGC ones graded "Uncirculated" MS 62 and lower?, or could some be higher?....I ask this because the graded ones seem to start at 63*

    That seems like a logical conclusion. The "uncirculated" BC's were sold in multi-coin lots with AT LEAST 4 coins in each lot, and in general were the dregs of the BC coins. I would not pay any sort of a premium for them. There are probably about 400 to 500 of them floating around out there.
