Bag marks on NGC grades MS coins

I was cruising through some of the Heritage goodies coming up for auction, and I had to do a double take on this one. It is a 1852 rouble slabbed by NGC in MS-61. Am I being overly critical, or are the "bag marks" borderline excessive for a MS-61 coin?

    No wear on the coin but loads of nicks and bagmarks. Still it's uncirculated though. I'd call it an MS60.

    I'm not necessarily disagreeing with you, but I have seen worse graded higher than MS61-part of the reasons I don't like slabbing...

    61 is not unreasonable for this one based on the picture... I may reconsider if I saw this one in hand
