Crossovers in bulk submissions

I'll call PSA on Monday, but I thought I'd see if anybody has any insight on this:
I'm preparing a bulk common submission. I have one card that I would like to include in its SGC holder as a crossover. Can that be done on the bulk submission or must crossovers have a separate order form, shipping cost, etc.?

    Mark I Dropped off 80 or so cards at the Reading show then added 6 crossovers they said it was ok under the bulk order but it still had to be own its own separate order form and i did have to pay the return ship on the crossovers

    why not just crack it out instead of filling out the extra submission form.
