my goofy newp, modern greyside .25.. but.. how should I clean it ?!

after seeing this design, I started keeping an eye out for it. I found a place selling the original canada day package (t-shirt, etc), so I picked it up !
I opened the mint packaging and was amazed at the reflectivity of the coin, then I noticed the smeary stuff on it ! what's the deal ? this was in the original mint packaging, does the canadian mint store this stuff in plastic ? where's the haze from ? more importantly, can I get rid of it ? Im not sure the safest way to protect the base metal of the coin. I know you can dip silver but can you dip nickel plated steel ?

the condition of the coin becomes clean in a flash

    I recommend an acetone bath for Mr. Bullwinkle. It will remove the goo and leave the color. Remember to rinse thoroughly and pat dry (do not rub).

    thanks gene... Im just shocked this had a coating from the original mint blister package...
