Question regarding disputing a charge

OK,
My situation is that I paid for something through PayPal in August and just recently found out that this item has been misrepresented. Paypal's policy is a 45 day window that a dispute can be filed, which has past. If I go directly to the Credit Card company, is this now going to be a dispute between the Credit Card company and PayPal, not the Credit Card company and the individual that I received the misrepresented item from? If so, am I just wasting my time as I would, again, run into this 45 day window issue?
Anyone who has gone through this I would appreciate your feedback. Thank you!

PP. PP then collects the money from the CC company.
If a buyer requests a CB through the CC company,
PP will either defend the claim, or concede the claim.
If the claim is conceded or decided in favor of the buyer,
PP will often/usually attempt to collect the money from the seller.
Most legitimate CBs are upheld by the buyer's
CC company. If the buyer has a history of filing
numerous CBs, the CC company becomes less
friendly.
CCCB time-limits vary. 180-days is not unusual.
Obviously, you cannot file a CB until you have
"discovered" the problem; the CC companies
are pretty flexible on time limits.

That is correct. They become livid, and they will sometimes cancel
the complainer's account.
HOWEVER, once the 45-days has elapsed, the dynamics change
and PayPal no longer gets mad. PP wants you to use their reso
process when it is available, but since it is not available after
45-days, it is not something they retaliate over.
Wheat's problem was not discovered within the 45-days, if I
recall correctly.
