Even if someone in the "Somali government" did officially authorise these coins, wouldn't they be denominated in "shillings", not "dollars"?
Are they actually listed in the normal Krause catalogue? These "coins" sound like classic "Unusual World Coins" candidate material to me. Their "coin" status should be revoked.

Certainly a coin. NCLT, but still a coin. Novel idea. Personally I'm not interested in collecting them, but bought one for my uncle who is a musician. Just hope some of the profits go to the suffering people of that poor country (although I'm probably naive in my wishful thinking).
