they're not Silver Dollars.
Toned coins with no luster, no "life" to 'em, are
AT, in the hugely large majority of cases.
If you have a toned coin, rotate it in front of you -
the luster should "cartwheel" - if it's flat, it's AT

That is just too broad of a statement to be true. Certainly all coins with original toning do not exhibit cartwheel luster. Questionable toning can haze over a coin, float on top of the coin, and otherwise may impair luster, but that's not always the case.
