Looks kinda like an ASA graded card. ASA was the granddaddy of the grading companies. Their stuff pops up now and then on ebay, but I don't know anything about their grading standards.

They were harsh on submitted cards. But any cards that were owned by Alan Hager (the owner of the company) were severely overgraded, if not altered...
