You have a retur policy (minus return shipping) so why screw with negging? He emailed you, asked to cancel the transaction.
He didn't lead you on.
He also has 100% feedback and seems fine. Sounds like he got spooked.
IMHO, it is childish to neg him for telling you he wanted to cancel the auction when you have the return privileges you have (he saved you time/effort). If his story is true, he is spooked. If it isn't, he saved you from the time/problem of a return.
Would you have negged him if he returned it?
And, flamino, what would you "warn" others of? Buyer spooked and wants to cancel auction instead of return? Sheesh!
Btw...I have had a winner try to pay with someone else's paypal to a non-confirmed address (though my auction states such is needed). When I asked to call him just to verify, he got huffy and wanted out of the auction (he had since won one slightly cheaper). I knew he didn't want to complete as he got a cheaper one and just wanted to get out of it, but I figured "hey, I have a return policy anyway and it would just be a pain to go through".
usually, I am the PITA but some people here are quite jaded and think the world should think/do things their way
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

As long as no merchandise has been sent, there's no foul. As long as Ebay doesn't charge for relisting the item, why penalize him for it? IMO, a NPB is someone who gets the merchandise, and then doesn't pay. That's a serious thing. Simply wanting out of an auction where nothing has yet changed hands isn't much different from taking an item up to the counter and then deciding you don't want it.

4 other people also expressed a desire to own this coin for a total of 11 other bids!...so he in effect picked it up off my counter by outbidding
the other 4 (on 11 separate occasions)....when i said "sold! to the highest bidder"....the other 4 left my counter.
THEN HE PUTS IT DOWN AND SAYS "no thanks"...??????????...........i lose my ebay fees!?....and 4 potential bidders!?

Hey, I didn't start it -- I'm just piling on. The OP wanted others to block this guy, when no one has be legitimately harmed. I'm just suggesting that the OP take it all the way, if that is his intention.
FWIW, I did *not* block the bidder in question.

Neg sniping? No, there's not really any way to do that. As long as the auction is in eBay's database, the participants have an opportunity to leave feedback. If by some magic you knew the exact date and time the auction was going to get dropped, you could theoretically neg snipe him, but most likely once you leave the neg, it'll show up at the top of his feedback page, and he can just click on the auction link there and leave feedback for you.
That said: Man up, nancy-boy. Do your worst, damn the torpedoes.

Huh? How does a bidder on eBay get the item and not pay? NPB is Non Paying Bidder. That's exactly what this buyer is, and Mozeppa damned sure should file it. As for negging him, I'd let that go. I reserve negs for buyers who lie or try to screw me over. But, I ALWAYS file the NPB.

Only if the buyer fails to respond to the process. One response, even if it is to tell the seller to FOAD, and the buyer can still neg away.

Um...if most people thought that Ebay should work that way, it would be a mess. Well, a bigger mess. If you're not sure if you really want something don't bid. Bidders do have the option to retract bids before the auction ends.

I don't sell much on ebay, and it has been awhile since my sitiuaton happened, but I don't think I was out anything...and, if I was, it was a buck or so at the most.
I can understand the frustration (I called my "winner" a few names when he pulled his thing), but, it really isn't worth getting worked up over.
Mozeppa, glad you found a buyer. Sorry you lost 2 "winners" on the same coin.
This is one of those things that can happen on ebay. It isn't perfect. If you wanted to sell it with no one backing out, take it to a coin show/shop and sell it for whatever you can get there.
Again, as for negging the person, sure, it is an ebay "tool" you have. And, the other person has the same tool available, right?
I doubt he is going to neg you since he quit the transaction and you probably didn't try to "force" it back onto him, right?
Now, you want to puff your chest up and screw him with a neg, over a $43 coin?

It's the XMas season and there are a lot of scrooges out there, it seems, that just want to "do unto others".
(worst thing I would do is file the NPB or, preferably the "buyer and seller agree not to complete the auction", get the fees back, if I can, tell the person NICELY what happens to the seller (the costs) when backing out of an auction after winning it, and then, if not happy, leave a NEUTRAL explaining buyer backed out........and, remember, I am a bad person anyway and this is still the worst I would do...especially if only a part time ebay seller).
btw...Mozeppa, if you have these kinds of problems, particularly if you don't sell often/much, why not set up a paypal account with a "spare" bank account? Lose a little bit in fees, save a lot in aggravation...and maybe get more bids/$$$

As a matter of fact, one of the first auctions I held, something like this happened. The winner sent me a message saying that he couldn't pay, because he'd accidentally bid too much. (For some reason, he thought he'd bid $100 on a $40 item.) In that case, it turned out that he'd bid the amount he'd intended to bid, but I told him I'd let him off the hook entirely, minus the Ebay fees. He went through with the bid, and (after a little hand-holding getting him through PayPal) everything was fine.
I want everyone who comes in contact w/ me on Ebay to have as pleasant an experience as possible, so in the end, I'm willing to eat a few bucks here or there if it means someone might look at my next auction. Now, anyone who does it more than once -- that's another story.
In your particular case, I don't know if a Second Chance offer would apply, and if it doesn't, I can understand how you feel, but I still wouldn't burn any bridges over some Ebay fees. That's just how I see it.
Edited to Add One More Thing: If you use PayPal (and maybe even if you don't -- I don't remember), you can require immediate payment on an auction. That way there's no question that the winning bidder would have to pay.
