What would cause this Morgan to look like it does?

I was just poking around on e-bay and ran across an auction for this coin. What do you think caused it to look like it does? I'm guessing that it was exposed to bleach, perhaps to cover up an abrasive cleaning. I'm not accusing the auctioneer of anything, it is being sold with a statement saying it was recovered from a fire.

Looks like it has been over cleaned mechanically and chemically...plus it has that fireman's axe print on the reverse.

I'll go with that. It does look like it might have been in a fire and cleaned afterward.
