Please explain this concept to me.

Lately I've seen several people on here comment about resubmitting cards trying to get a better grade. They initially send cards in, get them back and think some of the grades are incorrect. They then proceed to crack the "questionable" cards out and resubmit them, hoping for a better grade. I find this practice highly suspect, though I can't blame people for doing this for financial gain. If you believe that PSA, SGC, or whoever is the best grading company, why would you question their expertise and have your cards regraded? I assume if you get a card back as a 10 and it isn't worthy of a 10, you don't send it back. Based on what I've read, it seems that any given card could be graded one grade higher or lower depending on mood, # of cards graded, or position of the moon. It seems that many cards are just given an arbitrary number when it comes to grading. Any given 10 out there could have been a 9, yet people don't seem to consider that, paying X times more for 10's. Doesn't all of this make the pop report skewed? Assuming people are resubmitting 8's and 9's trying to get 9's and 10's, the pops for 8's and 9's would be meaningless. This has nothing to do with PSA per se, because the same holds true for SGC and others. Could someone please enlighten me on this or does everyone just not care how the card looks as long as it has a high grade assigned to it.

I don't remember who coined this phrase, but it definitely applies in today's market.. "All cards will eventually end up in their highest possible holder".
For me, it saves me the money of purchasing an already graded, more expensive card. If I have what I feel is a PSA 9 worthy card residing in a PSA 8 holder, why WOULDN'T I re-submit the card in hopes that it is placed in the correct holder? In my experience, I typically receive about a 12 % (1/8) return in bumps. Meaning for about every 8 cards I hand pick as nicer than the assigned grade, I will get one bump.
As far as cards I feel are over-graded? Of course I don't send them in ASKING for a lower grade. If PSA was willing to pay me the difference in what i paid vs. what the lower graded card would be worth, then i would consider it. At the same time, I HAVE popped cards I thought were undergraded, and ended up getting a card back less than what it was when i popped it. I've also had a few come back trimmed, altered, etc. that previously resided in PSA holders.
The bottom line is, you do what you can afford. It's not free to re-submit cards, and there are no guarantees when you do so. It's a gamble, because card grading is subjective..Your opinion of what a PSA 8 looks like might be different from mine..And the same holds true with many of the graders...
As far as the old flips go, I usually collect them throughout the year and eventually send them back to PSA with an order submission. They have, in the past, updated the POP reports. When you send a card for review, and the grade is changed, the POP updates accordingly.

Because people buy the holder and not the card. With so much financial gain at stake, even if one high end card out of 10 that you resubmit gets a bump from 9 to 10, the profits from it can set you up for life. Its the crack and resubmit game that has kept the coin market going strong for years........

That is how the free-market works in relation to all third-party graded collectibles.
It is a sloppy balance between the TPG's need to create wealth for market stakeholders,
and the market's simultaneous demand for accuracy and consistency.
The way I see it, you are asking for a second opinion. I would assume many crack because they want an unbiased opinion on the card, not considering what someone else's opinion was.
I personally don't see it as "suspect" at all.

Ballpark estimate..Popped and re-submitted around 75-80, and gotten 10 bumps...5 or 6 downgrades and/or evidence of trimming, altered, etc...The rest came back the same grade. Never popped a PSA 9 trying for a PSA 10, these were mostly PSA 7 to PSA 8 or PSA 8 to PSA 9.
On the review side, I've sent in approx. 40 and gotten 4 or 5 bumps...All were PSA 9 to PSA 10's...Never had a PSA 8 reviewed and bumped.
This is over a 5 year perios as well...Although I never sent a review in until a few months ago...Actually have one in right now on the $5 special...

Its not at all suspect. Last time I checked, graders are people and people make mistakes and miss things.

With PSA, you know each and every single time you submit a card, it's being graded by TRAINED and CERTIFIED professionals who devote 15-20 minutes determining the grade of a card. The resulting grade issued by PSA is always the fairest grade because it's a combination of consulting with other graders specializing in certain issues and exhaustive examination for defects the human eye often misses. That's why many times, people will disagree with a grade issued by PSA. Their eyes tell them one thing when in fact, it's something different altogether.
Personally, I'm not a big fan of machine or "robot" grading. Malfunctions and electrical breakdowns are a fact of life. If there was an thunderstorm and an electrical surge shot into a robot, that robot can be turned into a lethal killing machine. The next thing you know, robots would be roaming the streets and attacking people.
If you feel comfortable having the blood of innocent women and children spilled on your precious pieces of cardboard by maniacal robot death machines, go right ahead and keep speaking out against PSA.
I would rather not get attacked by a robot and continue to support Professional Sports Authenticators, thank you very much.
