Judging from the illustration, steps 3, 4, and 5 look like they blend together. And I think 2 and 3 blend together in spots. I'm not sure what PCGS defines as Full Steps, but those don't look full to me.
If you haven't noticed, I'm single and miserable and I've got four albums of bitching about it that I would offer as proof.
The San Fransico mint seemed to produce better struck Jefferson coins in 1938 than Denver or the Mother mint for some reason, but historically they always have for most series.
even the little portico steps on either side are defined in the coin shown...any reverse 38 that has full steps is a bonus, lots easier to grade a coin in hand under lighted conditions and magnification

Only if its labelled as such and if it is, then yep! Thats what you got there. I bought one off Heritage that if I had submitted the coin, absolutely no way it would get an FS designation. Newbies must have gotten this contract!
