Rotated reverse bust quarter

This 1828 capped bust quarter has a rotated reverse and prooflike surfaces. Can anyone help me out with a variety on the piece?

    1828 quarter is a B-4 which is an R-3 variety. the second most common of the 4 1828 varieties.

    After just looking at the coins in the Heritage archives, I'm now wondering if it may not be an impaired proof.

    Hard to tell from the photos. Are the rims squared? Is there proof surface in the protected areas such as inside the lettering?

    The 1828 B-4 is known in proof, and in prooflike. Odds are it is neither. Could be no more than a solid strike on a nice plan. Submit it to NGC and hope for the best.image
