I am guessing no but just wanted to check. Can I submit 3 Economy and 2 error economy to hit my five minimum?

I'm not sure, but I'm not aware of an "economy error".
Either economy or error.
But I've been wrong before.

It shows it on the fee schedule. It might be new cause i dont remember seeing it before

I just looked it up. I hadn't seen that one before.

My only guess is that you would be using two different services and would
need two submission forms. One for Economy and one for Mint errors economy.

Call customer service and ask. They're pretty good and will work with you.
